Agreeing with the vast majority of Iowans regarding the need for increased regulation of Confined Animal Feeding Operations

Population Changes in Iowa Counties

Related to the

Number of Confined Animal Feeding Operations Therein

See map

FACT 1: There is a correlation between high numbers of CAFOs and a decline in human population in Iowa’s counties

Explanation:

There are statistically significant correlations between:

1) The number of CAFOs in each county and a human population decrease therein (Spearman rho=-.32, p=.0015); and

2) The total number of animal units within CAFOs in Iowa’s counties, and a human population decrease therein. (Spearman rho=-.32, p=.0011).

The Spearman rho is a nonparametric correlation (based on ranked data), and is not sensitive to the presence of outliers or the shape of the statistical distributions governing the data.

The magnitude of the correlations of approximately .3 indicates the relationships between population change and the CAFO variables is of medium strength. The p-values indicate the level at which the correlations are statistically significant, with P<.05 being significant). The level of statistical significance is very high.

FACT 2: According to DNR data presented to the Air & Water Quality standing subcommittee of the House Environmental Protection Committee, 86% of permit applicants build their confinements closer to another residence than their own.

This data is based on all the Master Matrix applications received by the DNR since the matrix process was implemented in March, 2003.

CONCLUSION:

There is a need for legislation which balances the needs of the CAFO industry with the separation needs of neighbors, schools, churches, water sources, and towns.

House File 873 addresses these needs.
